A new health centre which will eventually cater for more than 6000 patients will be open by early summer.
The opening of Infirmary Waterside Health and Wellbeing Centre was delayed because of uncertainty over the availability of funding.
This issue has now been resolved.
The centre, in Ivy Street, will be a full GP practice.
The process to bring a new GP Practice into the Health and Wellbeing Centre will now resume and should take a few weeks to complete.
Sir Bill Taylor, chair of Blackburn with Darwen Care Trust Plus, said: “This is really great to finally get this positive news.
“We know residents in the Infirmary and the surrounding area have been eagerly awaiting the opening and I am really pleased to say we have finally been given the funding and can go ahead.
“It will be a fantastic facility for the people living in this much transformed area of the borough.
