28/09/10 Care Trust Plus hosts first AGM

The first annual general meeting of the recently formed Care Trust Plus is being held on Wednesday, September 29, in the Legends Lounge at Ewood Park Football Ground, Blackburn.

 

The meeting will also showcase the 2009/10 annual report, giving a full review and account of the last year's activities as a Primary Care Trust, the transition undertaken to become a Care Trust Plus in April and what this means for the future of health and social care for local people.

 

It will be followed by a  meeting of the Care Trust Plus Board.

07/09/2010 re:fresh is helping Blackburn and Darwen get active

re:fresh is helping more people than ever get active in Blackburn and Darwen.

Since the launch of the £6 million scheme in 2007 the number of beeZ card holders has more than doubled, increasing from 46,928 to over 112,000.

More than two thirds of those eligible for re:fresh now own a beeZ card with the number of new applications increasing from 2,152 before re:fresh to 24,903 last year.

Prior to the introduction of re:fresh the borough had one of the lowest levels of adult participation in exercise in the country.  

Blackburn with Darwen Borough Council and Blackburn with Darwen Teaching Care Trust Plus introduced the initiative to help tackle the alarming figures with an offer of free leisure to anyone who lives, is educated, has a GP or works in the borough.

As a result Blackburn with Darwen has experienced the third largest increase nationally of people taking the recommended 30 minutes of physical exercise three times a week.  

In 2007 Sport England’s national 'Active People Survey' showed that just 16.3 percent of adults met these recommended levels of activity. However, the latest figures show 22.9 percent of adults are participating in 90 minutes of activity on a weekly basis.

18/08/2010 Take a health check and be ready for anything

People aged 35 and over are being urged to come along for a free health check. 

 

They are being offered at community venues by the NHS in partnership with Blackburn with Darwen Borough Council.

 

It is hoped that the scheme, which sees checks offered in venues such as libraries and community centres, will help people to pick up any health conditions or concerns early before they become an issue.

 

Health checks include assessments of high cholesterol, blood pressure and blood sugar levels.

 

They can help pick up on any risks associated with conditions such as heart disease, type 2 diabetes, and kidney disease, which can sometimes be prevented by improvements or alterations to lifestyles.

 

Anyone interested in having a health check should attend on the following dates or call 0800 917 6072 to book an appointment.

13/08/2010 re:fresh will continue at leisure centre

Despite the financial pressures on both organisations the groundbreaking joint Council and NHS initiative to improve health in the borough will continue to offer an extensive programme of activities at Shadsworth Leisure Centre in Blackburn.

 

Only the swimming pool will close on August 30. The move is  part of Blackburn with Darwen Council’s major review of all services which is taking place ahead of expected budget cuts of £40m over the next four year.

 

The centre will continue to be managed by the Council with dry facilities being used by the adjacent Blakewater College during the school day and then by the public on evening weekdays.

 

The centre will be open for all existing dry activities which range from gym sessions and squash to football between 4pm and 10pm Monday to Friday.

 

Councillor Michael Lee, the Council leader said: “We have listened to the people who use the centre.  By using the re:fresh scheme we can  keep many popular activities running whilst still achieving the significant savings of £200k a year the Council needs.”

 

Sir Bill Taylor, chair of Blackburn with Darwen Care Trust Plus,  added : “re:fresh has got more people of all ages and backgrounds being a little more active.  It's been well received and is making a difference to people’s health and life expectancy.”

 

Club and schools who currently use the swimming pool at Shadsworth Leisure Centre are being offered alternatives in the other pools in the borough. Free re:fresh swimming session are available at the borough’s three pools, Daisyfield, Darwen and Waves.

27/7/2010 - World Class Commissioning Report

The borough’s NHS trust has continued to progress in its bid to be a world class commissioner, says a new report.

 

NHS Blackburn with Darwen Care Trust Plus was lauded for its ambition and being a “systematic organisation” that is working well with public sector partners to improve the borough’s health.

 

The report, compiled as part of the World Class Commissioning (WCC) scheme, said the trust had improved on five standards from last year. It also equalled last year's performance in three areas.

 

However, it did drop one on one competency ‘prioritise investment’. This fell because the trust needed show more clearly which services it would prioritise in  different financial scenarios.

 

The WCC panel found the trust was a strong public health organisation and had a clear vision for the health and well being of Blackburn with Darwen residents.

 

It noted the formation of the care trust plus showed how firm its links with Blackburn with Darwen Council were.

Commissioning in the NHS is the process of making sure health and care services meet people’s needs.

 

WCC inspectors rate trusts on how effective they are at this process by marking against very high standards.

The panel also sets out ways for trusts to improve.

 

Recommendations for the Care Trust Plus included building on its strong links. It also needed to show how effective the new organisation can be.

 

The panel also noted that while the trust had plans in place to meet the difficult financial challenges, they needed more detail.

 

Sir Bill Taylor, chair of the Care Trust Plus, said: “The report shows the progress we have made. It is a tribute to the hard work and commitment of all our staff, who can be justifiably proud of their efforts to improve health and wellbeing across the borough.

 

"We are particularly proud of our links with the Council, which led to the formation of the Care Trust Plus and also our Single Integrated Management Team plan.

 

“We cannot rest on our laurels. While it is not certain world class commissioning will continue in its current form if at all, the panel made several recommendations on how we can improve and we will strive to achieve the goals set.”

26/07/2010 - Council and NHS Merger is saving money

The first stage of a radical restructuring of senior management is underway with the appointment of a joint chief executive for Blackburn with Darwen Borough Council and the Care Trust Plus.

 

The Council’s chief executive, Graham Burgess, has been appointed to the role, supported by a new, joint executive team made up of a deputy chief executive and two managing directors with a wider brief to manage health and local government services. The post of chief executive at the Care Trust Plus has been made redundant.

 

The new model will achieve £2m of back office savings across both organisations that will be redeployed to front line services.  The move will also position the organisation to respond to the new challenges contained within the Health White Paper announced last week.

 

Further restructuring will now take place over the next 12 months to merge a number of chief officer management and back office functions across both organisation following consultation with staff and stakeholders.

 

The single management structure for both organisations aims to protect money for frontline services through pooled resources and improve local health and well being through innovative shared working.

 

It follows the merger of health, well being and social care commissioning through the creation of the Care Trust Plus in April this year and is expected to support the changes outlined in the NHS White Paper, including placing responsibility for public health with local authorities.

 

Sir Bill Taylor, chair of the Care Trust Plus, said: “I welcome this appointment, which will take partnership working between the Council and NHS to a new level and help us to find radical solutions to the challenges that lie ahead.

 

“By creating this single management structure for both organisations, I believe we are putting Blackburn with Darwen in the strongest possible position to respond to the challenging economic climate and changes set out in the NHS White Paper that will mean even closer links between local government and the NHS.

 

 “I would like to thank Judith Griffin, who was Chief Executive of NHS Blackburn with Darwen from January 2007 and has been an excellent custodian of the NHS with a career spanning 30 years. Judith’s passion for championing vulnerable people is renowned and we have learned and will continue to learn significantly from her wealth of experience.”

 

Councillor Mike Lee, Leader of the Council, said “I am delighted with the appointment of Graham Burgess as the new joint Chief Executive.  I am particularly pleased that this change will not only provide us with an excellent chief executive, but more importantly, is helping us to cut management costs in a tough financial climate.

 

“I would like to pay tribute to Judith Griffin for her outstanding contribution to partnership working and improving the health and well being of the population of Blackburn with Darwen.”

11/07/2010 - Trust one of the best health places to work

The borough's Care Trust Plus is one of the top healthcare places to work for in the country. NHS Blackburn with Darwen was ranked 33rd out of 100 in the Healthcare 100 awards.

 

The list, compiled by independent researchers polling staff, aims to highlight the top healthcare employers in the United Kingdom and celebrate the work the health sector does. The Healthcare 100 awards, now in its second year, is organised by Health Service Journal and the Nursing Times. The NHS Employers and the Department of Health support it. The rankings were unveiled at a ceremony this week (July 7).

 

Chief Executive Judith Griffin said: "We are honoured to be acknowledged in the Healthcare 100 awards. Our staff have worked so hard and our success could not have been achieved without their dedication. We still have a way to go but with continued belief in our vision to make Blackburn with Darwen a healthier place for everyone, I would hope next year we can build on this year's success. "Recognising achievements and accelerating the sharing of good employment practices is what the Healthcare 100 is all about. The awards highlight the staff who are motivated to put patients first and are proud of the services they provide.

24/02/2010 - Blackburn With Darwen Delighted At Reduction In Under 18 Conceptions

The Blackburn with Darwen Young People’s Sexual Health Board is delighted at figures out today showing a drop in teenage pregnancies in the borough. The newly released figures confirm that rates have fallen from 44.5 conceptions per thousand 15-17 year olds in 2007 to 42.3 conceptions in 2008. This is an overall reduction of 27.3% against the 1998 baseline..

10/02/2010 - Minister Approves Care Trust Plus

The secretary of state for health, Andy Burnham, has announced his approval of the plan to create an NHS Care Trust Plus in Blackburn with Darwen.

 

The new organisation will operate from 1 April 2010 replacing the current NHS Blackburn with Darwen Primary Care Trust and will integrate health and social care commissioning across Blackburn with Darwen.

 

At the moment NHS Blackburn with Darwen and the Borough Council separately decide how to spend public money on local health and social care. Each organisation then plans and buys services to support the needs of local people. It can be difficult to improve services when two different budgets and separate workforces are involved.

 

This new way of working will bring a simple and straightforward approach to planning and buying health and care in Blackburn with Darwen, supporting the key aims of improving the health and wellbeing of local people and reducing health inequalities across the Borough.

09/02/2010 - National Pandemic Flu Service Helpline Closes

The National Pandemic Flu helpline is to close at 1am on 11th February.

 

The helpline was launched in England, in July last year, to provide assessment and treatment for people suffering from swine flu.

 

With less than 20 new suspected cases being offered treatment in Blackburn with Darwen last week, and the number of swine flu cases nationally slowing to a level manageable by GPs and NHS Direct, the decision has been taken to close the National Pandemic Flu helpline.

 

NHS Blackburn with Darwen medical director, Malcolm Ridgway, said “It is good to hear that swine flu cases are reducing. However swine flu is still a significant and occasionally fatal illness, particularly for the young, and pregnant women, or those who are vulnerable due to chronic illness.

 

“I would strongly urge people in these groups to take up the offer of a swine flu vaccination”

 

Patients who suspect they may have swine flu are being asked from 11th February to stay at home and contact either their GP or NHS Direct.

14/01/2010 - Healthy Start Roadshow Comes To Blackburn

 

Mums and mums-to-be invited to The Mall on 21st January

 

Figures show that hundreds ofeligible women and children within NHS Blackburn with Darwen are not signed up to Healthy Start – a government scheme that provides free fresh fruit, vegetables, milk and vitamins to families on low incomes and pregnant under 18 year olds.

 

On Thursday 21st January the ‘Healthy Start’ roadshow will visit Blackburn as part of a tour across England. A fun and interactive Healthy Start zone will be in The Mall between 9am and 5.30pm to give pregnant women and parents with small children information about the scheme and a free pack of Healthy Start vitamins.

Health experts are offering advice on how people can care for themselves at home if they become ill over winter.

 

Richard Lee, NHS Blackburn with Darwen’s New Drugs Pharmacist said: “In 2007, 41 per cent of callers to NHS Direct were advised to take care of themselves in their own home and did not need to see a doctor.

 

“A lot of minor ailments can be treated easily and effectively without visiting your GP or pharmacist.

 

“Common illnesses such as a cold, sore throat, headache or indigestion are safe to manage at home as long as you do not have any underlying or long-term conditions.”

 

Pressure on services reaches an all time high over winter and people are being asked to ‘Choose Well’ when it comes to selecting the healthcare service that is right for them.

 

It is wise to be prepared should you become ill over winter. Every home should have a basic medicine cabinet.

22/12/2009 - Winter Warning From Nhs As Snow And Ice Hits The Region

The NHS is issuing a warning to people in the North West to think carefully before venturing out, as the region experiences heavy snowfall and icy conditions. 

 

The number of calls to the North West Ambulance Service (NWAS) went up by move than 21 per cent at the weekend as a result of people having accidents.  

 

Dr Ruth Hussey, North West director for public health said: “We are really concerned about the number of injuries, affecting people of all ages.  Icy conditions are making conditions treacherous.  We need people to think very carefully before venturing out.  The last thing they want to do is spoil their Christmas and New Year break by ending up in hospital."

 

As more snow is expected over the next couple of days, particularly with people going out for Christmas parties, there are real concerns that more people could be having accidents.

As the NHS gears up for its toughest ever winter, health professionals across Blackburn with Darwen are appealing to people to consider how they use NHS services.

 

The Choose Well campaign aims to ensure people know about the range of services available, and also how to keep fit and well.

 

The winter months always see an increase in the number of people going to their GP, dialling 999 or turning up at A&E. Senior doctors believe that some of the pressure on NHS services could be eased if people were more aware of the range of alternatives for fast and effective advice and treatment, often without an appointment.

 

NHS Blackburn with Darwen Medical Director Dr Malcolm Ridgway said: “Every winter a number of infectious viruses crop up, which on the whole could be treated by having a well stocked medicine cabinet. Seasonal flu, coughs and colds and sickness and diarrhoea for most adults are unpleasant and inconvenient, but nothing more. Staying at home and self-treating until you are free from symptoms for 48 hours can prevent further spread of these viruses.”

18/12/2009 - National Award For A Partnership That’s Making Blackburn With Darwen Healthier

An innovative health initiative aimed at making Blackburn with Darwen a healthier place to live has won a prestigious national award.

 

NHS Blackburn with Darwen and registered social landlord Twin Valley Homes were awarded a Health Service Journal Award for its work in “Tackling Health Inequalities.”

 

The pair has worked closely on a number of initiatives over the past year aimed at improving the health of people in the borough – one of the most deprived in the country.

 

Glen Finch, Head of Regeneration at Twin Valley Homes, who helped to lead the project said: “This is a fantastic accolade for the work Twin Valley Homes and NHS Blackburn with Darwen have done to tackle the issue of health in the borough.

 

“Only by tackling the problem together can we make a real difference. As part of Twin Valley Homes’ ‘Driving the Changes’ strategy – aimed at tackling issues of health, unemployment and financial inclusion - we have had some notable successes so far but we still have a long way to go.”

09/12/2009 - Appointment In Principle Of NHS Blackburn With Darwen Care Trust Plus Chair

As part of the process of creating a Care Trust Plus that will allow NHS Blackburn with Darwen and Blackburn with Darwen Borough Council to integrate their Health and Social Care commissioning activities, NHS Blackburn with Darwen is able to announce the appointment in principle of the Chair of the new organisation.

 

The highly regarded former leader of Blackburn with Darwen Council, Sir Bill Taylor, has accepted the role.

 

Sir Bill will be responsible for setting up a Board that will take over the duties of the current Primary Care Trust Board once the Care Trust Plus is up and running.

 

Subject to the approval of the Secretary of State for Health, the Care Trust Plus will become operational from 1 April 2010.

07/12/2009 - New Health Centre Gets Underway!

The construction of the long awaited and much needed new health facility located in the centre of Blackburn, just off Barbara Castle Way begins on December 7th.  To mark the occasion, NHS Blackburn with Darwen Chief Executive Judith Griffin and Chairman Nick Kennedy will be on hand to cut the first sod of turf as the building work begins.

 

Lancashire based construction company, The Eric Wright Group will be overseeing the development until its completion in 2011, and have a wealth of successful building ventures in their portfolio such as Darwen Health Centre, Accrington Acorn and Pals Health Centres and the Outdoor Adventure Centre in Cumbria. They are also key partners in the Eric Wright Learning Foundation which provides training in construction related trades to 14 – 16 year old students in the South Ribble and Chorley areas as part of their GCSE programme.

30/11/2009 - World Aids Day 2009

NHS Blackburn with Darwen is once again raising awareness of HIV and Aids this world Aids Day through local events.

 

On 25th November the annual Red Ribbon Cabaret was held at The Thwaites Empire Theatre in Ewood, and on 1st December the World Aids Day Vigil will once again be held at Blackburn Cathedral. The World Aids Day Vigil is an opportunity for all to reflect on HIV and Aids, no matter what their religious beliefs and to think about those who have been affected.

 

These events aim to raise awareness and improve understanding of HIV and Aids while combating some of the stigma which still exists.

19/11/2009 - Chest problems? Don’t Suffer In Silence

In Blackburn with Darwen there are nearly 3,500 people with a diagnosis of Chronic Obstructive Pulmonary Disease (COPD), but there could be at least another 1500 people unaware that their symptoms are caused by COPD, and that they could be treated.

 

Symptoms such as a persistent cough, breathlessness, wheezing or recurrent chest infections are tell-tale signs of a problem and current or ex-smokers are particularly at risk.

 

Local COPD patients have set up a support group known as “Breathe Easy”, with help from the British Lung Foundation, a national Charity for people living with a lung condition.

 

Many of the group members have also benefited from a programme called Pulmonary Rehabilitation which has helped them to improve their quality of life, physical ability and enabled them to gain better control of their condition.

Antibiotics are losing their effectiveness at a pace that was unforeseen even five years ago. This is because antibiotic use causes bacteria to become resistant to antibiotic treatments.

 

NHS Blackburn with Darwen will be holding an information stand and giving out leaflets about the use of antibiotics and the risk of clostridium difficille. We will be available to answer any questions about antibiotics on Wednesday November 18th and Thursday November 19th  in Morrisons (Blackburn Centre) 10am to 4pm.

The Change4Life roadshow is coming to Blackburn on October 27th.

 

Organised by NHS Blackburn with Darwen, the roadshow is open to anyone who wants to find out more about eating well, moving more and living longer.

 

Everyone in the borough is encouraged to come along and get practical ideas and advice to help them make lifestyle changes.  Health professionals will be on hand to give tips and answer questions and visitors can sign up to Change4Life so that they can receive personalised regular advice on how to eat well, move more and live longer.

 

The event will be held in Town Hall Squarefrom 10am to 4pm offering information, freebies and demonstrations throughout the day.

08/10/2009 - Blackburn Rovers' Roar Lion Signs Up For Smokefree North West Campaign

Blackburn Rovers mascot Roar Lion today signed up to a major Smokefree North West campaign after it was revealed that each week five people in Blackburn with Darwen are killed by smoking.

 

Roar Lion met up with Percy the Smokefree Penguin at a stop smoking information stand to encourage smokers to access free NHS support and quit smoking. Smokers in Blackburn will be able to gain advice and information from friendly smokefree advisors at the stand until Sunday 11 October.

 

Percy is touring 25 shopping centres across the region to encourage people to quit smoking. The roadshow is part of a new television advertising campaign ‘One Way Street’ which features Percy the Smokefree Penguin. The tour is being chronicled in the blog www.percypenguinontour.blogspot.com.
