Transformational Commissioning Board & Professional Executive Committee

The Transformational Commissioning Board (aka Practice Based Commissioning) recently discussed a number of important issues. Treatment room is being looked at one more time to see if there is any way that we can improve the offer to practices given the reduced funding and increase in workload – the result will be fed back in the next bulletin. The new smoking cessation LES has now been sent out to providers. A community DVT service and a genetic testing service for autosomal recessive disorders (building on previous research in the locality) are to be developed. Neurology triage and referral processes are to be reviewed with Dr Tidswell and a Healthy Outcomes LES is being progressed. TRANSFORMATIONAL COMMISSIONING BOARD

Summary of the Meeting held 26 August 2010 

  • Tom Phillips to be a member of the Technical Appraisal Group relating to In-patient Mental Health beds.
  • Business case being prepared on the ‘Panda Project’ – a consultant-led paediatric observation unit for stays less than 24hrs.
  • A&E/Urgent Care Centre – a Commissioner sub-group, primary care focussed had been established and was meeting every 2 weeks.
  • Business case being developed for ‘Teleheath’.
  • Paper being discussed at the Contracting & Procurement Committee to make a decision on the preferred option for future delivery of treatment room services.
  • Practices contacted with options to provide Influenza vaccinations.
  • Chlamydia Screening (LES) – agreed to change the payment schedule to reflect targets/practice population, working with the TCB lead to support increased screening uptake within primary care.
  • Neuropathic Pain (NICE Guidelines) – agreed not to implement NICE guidance and continue with current practice until the NICE review had been undertaken.  A Pennine Lancashire Chronic Pain Pathway to be developed.
  • Lifeline Contract – (Young People’s substance misuse service)
  • Presentation given on the Collaborative Review of Commissioning Policies
  • Statement of Principles approved regarding the functioning and decision making process of the TCB.
  • Financial Challenge Progress Report presented – overall the projects were working well.
