Proposals have been drawn up for a new health and well being board to promote partnership working between the NHS, social care, public health and other services in Blackburn with Darwen.
It would replace the LSP health and well being partnership board in Blackburn with Darwen and could be up and running in shadow form early in the New Year.
The board would be managed by Blackburn with Darwen Council in line with the NHS White Paper ‘Liberating the NHS: Local democratic legitimacy in health’.
It would provide a governance structure for accountability for local health and well being services on behalf of the GP consortia locally and the new NHS Commissioning Board at regional level.
Under the proposal, some functions of the existing health overview and scrutiny committee would transfer to the Health and Well Being Board and independent scrutiny would become the responsibility of the Council’s executive board of elected members.
Health and Well Being Board members could include councillors, GP consortia, NHS commissioners, patient and public champions, Health Watch members, the directors of public health, adults and children’s services, neighbourhood representatives and the voluntary sector. A chair would be nominated by elected members.
The proposal is due to be considered by the Care Trust Plus Board on November 24 and by the Council’s executive board on December 9.
