What is Protected Integrated Local Learning Scheme (P.I.L.L.S.)?
Protected learning time was first established in Blackburn with Darwen PCT in 2000.
It was originally funded by a community grant from the workforce development consortium and is now wholly financed by the PCT as is the Emergency G.P. cover that is provided by the Blackburn and District Medical Co-operative.
This provides a structure that allows Primary Care staff to participate in a range of learning opportunities aimed at supporting their development.
The scheme has gradually evolved to its current framework and each year there is a total of 9 closedown afternoons that are divided up into:
Three large Multidisciplinary events, held at Blackburn Rovers. These events focus on one main topic such as Emergency Planning or Children’s Services.
Three Workshop Sessions — where a variety of topics/venues are offered to staff that enables them to choose the subject most relevant to their job roles.
Three afternoons for practice development — where practices close down for the afternoon for own practice development.
