Performance Data for the Vital Sign Indicators 2010-11
The Vital Signs for 2010/11 are attached below as provided by the Strategic Health Authority (SHA).
The data contains a comparison of NHS Blackburn with Darwen’s performance against the SHA & England averages. It does not contain all the vital signs, only a subset. It is also important to note that not all 2010/2011 data has been released as some data requires further validation.
The purpose of Vital Signs & the strategic framework remain as described within the 2009/10 publication. Please see below.
2010/11 was the final year of Vital Signs reporting. Future NHS reporting will be within format of the 2011/12 NHS Operating Framework.
Performance Data for the Vital Sign Indicators 2009-10
Vital signs are a list of indicators to help local populations understand how well or poorly their local PCT is performing across a range of commissioner responsibilities. There are three sub-sections to the vital signs:
· National requirements- tier one
· National priorities for local delivery- tier two
· Local actions- tier three
Following the publication of 2008/09 performance data against Vital Signs in September 2009, there is a continuing commitment for PCTs to publish their performance data for 2009/10 against all the Vital Signs, including Tier 3. The process to follow and timescales for PCTs to make public a report of their performance against each of the Vital Signs for 2009/10 was included in correspondence from Alan Hall, Director of Performance, NHS Finance, Performance and Operations in March 2010
The Trust Board has received regular updates on performance against tier one, two and three vital signs through the Trust Board Performance report. This information has been made available to the public on the CTP website as part of the Board papers. The requirement by the DH however is that the vital signs report is published in the following format

It is also important to note that not all 2009/2010 data has been released as some data requires further validation. For instance, although data on teenage conceptions was released provisionally in February 2010 for 2008, until the finalised version has been published, 2007 figures are shown.
Comparison to 2008/09 data is difficult because of the changes to reporting and format and the type of data released. However, NHS Blackburn with Darwen’s performance to that of the England average shows that NHS Blackburn with Darwen is making good progress in some areas. The Care Trust Plus continues to work hard to improve performance on vitalsigns and the Operating Plancontains the local actions for 2009/10.
Local Statement - Service Plans for Children With Disability Covering Short Breaks, Community Equipment, Wheelchairs and Palliative Care.
The Child Health Strategy published in February 2009 emphasised the need to ensure that high quality, timely and accessible support is available for children and young people with acute or additional health needs and their families. It confirms that nationally £340m is included in PCT baseline allocations for disabled children for the period 2008-09 to 2010-11, to support implementation of Aiming High for Disabled Children and the children’s palliative care strategy, “Better Care, Better Lives”.
David Florey and Christine Beasley wrote to PCT Chief Executives in April 2009 setting out a specific requirement for PCT’s to prepare a local statement setting out their service plans for children with disability covering short breaks, community equipment, wheelchairs and palliative care.
The purpose of the approach is to enable local review and challenge with partners, service users and the wider community of the 2008/09 position and of the action taking place in 2009/10. It will also provide the basis for local discussions on priorities and areas for joint working in 2010/11.
