Malcolm was born in Haydock, Lancashire, and completed his medical training in Manchester, where he qualified in 1979. He then went onto to complete a vocational training scheme in Blackburn, and in 1983 became a member of the Royal College of GPs. He worked initially as a GP in Haydock, and then moved to Blackburn where he has been a GP since 1987.
Malcolm co-founded and was Chairman of the local GP out of hours service, resigning in 2008.
He has worked for the PCT/CTP since 2000 latterly as Medical Director and Professional Executive Committee Chairman. He is also a member of the Clinical Commissioning Group. He has worked with the Strategic Health Authority and Department of Health in a number of areas such as Quality Innovation Productivity and Prevention (QIPP) and urgent care.
His interests include golf (10 handicap) and classic cars and he occasionally works for Blackburn Rovers Football Club as a crowd doctor. Married since 1978, he has 3 daughters, one of whom now works within the pharmaceutical industry and another is a nurse.
